We whose names are hereunto subscribed, do hereby certify that we very well know that the within named Hugh Wharton and believe him to be a very honest and industrious Man and that we have also examined the account and estimate within written and believe the same to be a true and moderate account and estimate of the damage the said Hugh sustained by the within mentioned flood and that we have reason to believe that the said Hugh Wharton by such loss will be reduced to no small difficulty and distress to support his credit and that it would be a real charity done to give him relief on account thereof and Witness our hands the 21st day of February 1772 Jno E Lowes Thos Jefferson Geo.
